Manual payment (MLIQ) in CL account fails with error CL-PMTV67 AND ST-OTHR-001 (Doc ID 2811849.1)

Symptoms

When user attempts to perform full payment in CL account, the following error occurs.

ST-OTHR-001, CL-PMTV67


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Consider CL account with no limit line or liability linked at CL account level
2. At customer account level, there is OD limit line linked.
3. Check and ensure in table sttb_limit_balance, there are two rows, one for liability level and other for limit line level for the customer account.
4. Now user tries to do full payment but fails with error ST-OTHR-001 and CL-PMTV67

The issue has the following business impact:
Due to this issue, users cannot process the full liquidation in CL account 

Changes

 Application changes done to ensure correct action as alter is passed for limit processing during full payment in CL account.
