Rule 9 Alert does not show records as and when the security market price changes.

EXPECTED BEHAVIOR

Rule 9 Alert should to show records as and when security market price changes.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. RUN SMSJOBBR for the alerts.
2. Check the data for the the RULE9 alert is displayed in the dashboard

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot have the rule 9 alert working as expected
