Inactive/closed or dormant accounts are not loaded or visible on user's dashboard (Doc ID 2814127.1)

Symptoms

On : 21.1.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
Retail user not able to see in-active , dormant account when checking in current & saving >inactive dropdown.
Also user is not able to register to dormant account.

EXPECTED BEHAVIOR
-----------------------
Inactive, dormant account should be visible to customer. Bank expects that Customer should be able to self register using inactive/dormant account and view the same also..

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Check for a party id having inactive accounts.
2. Login with a retail user mapped to such customer id.
3. On dashboard>my accounts> Click on type of account such as current & savings >select inactive/closed from the dropdown.
4. system will not display inactive accounts.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Retail users cannot see inactive, dormant account under inactive accounts dropdown.

Changes

 No changes done to product, account or hardware causes this issue.
