Symptoms

ACTUAL BEHAVIOR
---------------
When Process_till as 'System', for future dated disbursement system is processing with incorrect utilization value date.
When Process_till as 'Next Working Day -1', for future date disbursement ELCM call is not made.

EXPECTED BEHAVIOR
-----------------------
When Process_till as 'System', for future dated disbursement system should post utilization with disbursement schedule due date.
When Process_till as 'Next Working Day -1', for future date disbursement should make ELCM call to have utilisation value date same as disbursement schedule date.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a loan with Disbursement schedule as Future dated and Ignore Holidays checked
2. Mark Disbursement date as Branch holiday
3. Initiate EOD and validate the Disbursement Value date in OBCL and Utilization value date in ELCM

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot have disbursement fired with correct utilisation value date
