Retry option not working for Non auto auth User from PMSINBRW

Some of the upload messages are available in PMSINBRW screen under REPAIR status when the sender BIC is not available in system or any other upload validation failure cases. In such cases when a non auto auth user fixes the issue and tries to do a Retry of processing , no changes are happening on the message and it still remains in repair state.

Same operation when tried from auto auth user, system is publishing message to OBPM queues and further processing is happening.

Non-auto auth user actions should also be considered when the retry is done

The issue can be reproduced at will with the following steps:
1. Consider a message in repair in PMSINBRW
2. pick a non-autoth user and repair the transaction
3. authorize from the authorizer and verify the message status , it is still same
4. Do the Same activity from a Auto-auth user and system process the transaction

The issue has the following business impact:
Due to this issue, users cannot complete the transaction if auto-auth is not enabled
