UP Webservice FCUBSUPSERVICE Not Considering Xrate Provided and Passes Incorrect Reversal Entry For Cross Currency Transactions from ReverseUPTransaction (Doc ID 2815828.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Bank users are facing below issues with UP webservice:

1. When user uses tag <fcub:XRATE></fcub:XRATE> from CreateUPTransaction webservice, system does not consider provided value but system get exchange rate of system.

2. When user tried to do cross-currency transaction from webservice and then do reversal from ReverseUPTransaction, reversal entries are incorrect with duplicated IB entries.


EXPECTED BEHAVIOR
-----------------------
On posting and reversing cross currency UP transactions, accounting entries should not contain duplicated IB entries.
System should consider the XRATE value passed, instead of taking the exchange rate from system.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a cross currency UP Transaction with XRate tags containing value and then reverse back

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use UP webservices.
