Symptoms
When attempting to create multiple users across different entities for same party id,
the following error occurs.
ERROR

Error Code: DIGX_UR_001, Message: Cannot create more users for specified party
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as a Admin User
2. Try to create a new user for different entity with a party id who already has a user attached
3. Error "Cannot create more users for specified party" is observed
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Admin users cannot create more users for specified party.
