Post Outbound bic cutoff transaction are moving to Warehouse queue instead of Network cutoff queue.

EXPECTED BEHAVIOR

Post Outbound bic cutoff transaction should move to Network cutoff queue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload a MT103/202 post outbound bic cutoff
2. transaction should move to network cutoff queue

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users find different behaviour.
