While Funding - System Creating duplicate Customer For Applications Having Same SSN And National ID (Doc ID 2817206.1)

Symptoms

ACTUAL BEHAVIOR

While Funding more than one application with same SSN and National lD, system creates duplicate customer instead of referring to the customer created already


EXPECTED BEHAVIOR
-----------------------

System should not create duplicate customer entries for the customers with same SSN and national id

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

#1. Create 2 Applications with same applicant details (SSN and National ID) and send the JSON Request to create the applications.

#2. Log in OFSLL and Fund 1st application, check the customer id both primary and secondary. 

#3. Fund 2nd Application check the customer id both primary and secondary
System creates different customer numbers on these 2 applications even if they have same SSN and National ID.
