Symptoms
When attempting to do admin functions/set rules as well as Transactions from certain Retail Users ,
the following error occurs.

There are no entitlements available for you to perform this transaction
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as a Admin User
2. Go to Manage Rules - Create new rule
3. Getting error - There are no entitlements available for you to perform this transaction
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, admin users cannot do any basic transactions.
