Symptoms

ACTUAL BEHAVIOR
---------------
Approval Rules search results are displayed when clicked on Search after user deletes search criteria and still proceeds with search.

EXPECTED BEHAVIOR
-----------------------
Error should be displayed if search criteria is not provided.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login via administrator and use toggle menu to navigate to Approvals > Rules Management > Administrative User.
2. Enter search criteria in Rule Description field. Click on empty space on page.
3. Delete the text from step 2. Click on empty space on page. Error is Displayed for Rule Description.
4. Click on Search. Search results are displayed.
