Cancel and Back Buttons Not Displayed on Party Account Access Screen (Doc ID 2818772.1)

Symptoms

ACTUAL BEHAVIOR

When party preferences absent Cancel and Back buttons are not displayed on Party Account Access screen.

EXPECTED BEHAVIOR
-----------------------
Cancel and Back buttons should be displayed on Party Account Access screen.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select an account whose party preference is not setup.
2. Login via administrator.
3. Navigate to Access Management > Account Access > Party Account Access
4. Input Party id whose party preference is not setup. Click Search.
5. Cancel and Back buttons are not displayed.
