MT202 Cover is suppressed by STP without processing corresponding MT103 (Doc ID 2819639.1)

ACTUAL BEHAVIOR
---------------
MT202 Cover is suppressed by STP without processing corresponding MT103

Scenario
=========

1) MT202 Cover uploaded successfully, and if MT103 not received it remained in repair with error FT-MTST12 -- CORRECT
2) MT103 uploaded successfully and is moved to status with error FT-MTST13 (Pending For Cover Matching) -- CORRECT
3) Now while Processing MT202 COV again by STP, MT202 resulted in 'Suppressed' and 'Processed' (as Matching MT103 is found), whereas processing of MT103 is failed due to some error (STP-10002 , it can be any other error) and is marked to "Repair" which requires user intervention. -- WRONG


EXPECTED BEHAVIOR

For these cases even if the user modify and correct the message MT103, it is moved to status FT-MTST13 (Pending For Cover Matching) and never gets processed further as the MT202 COV is already marked for 'Suppressed' and 'Processed'.
In this case user is obligated to input the transfer manually in FT module.

For this scenario, the expectation is that MT202 COV should not be marked as 'Suppressed' and 'Processed' when respective MT103 is present and not processed yet (Unprocessed or Repair) as it requires user intervention.
MT202 COV to remain in error FT-MTST12 till it successfully matches and process the respective MT103 message.
