Symptoms

When attempting to create new rule for a user type ADMINISTRATOR,
the following error occurs.

ERROR

The system cannot process the request currently. Please try accessing the system later.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into Admin User
2. Try creating a new rule for Admin User
3. Error "The system cannot process the request currently. Please try accessing the system later." is noted

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Admin users cannot create a new rule.
