CI:Error In Full Account Payment And Full Installment Payment With Residual Payment (Doc ID 2820401.1)

Symptoms

In sample account , while doing payment and selecting payment type 'Full Installment Payment' following errors have been observed.
When amount due is 1250
Excess case: in entering excess amount 1260 - Error arises 'Amount Paid in excess - 10 is more than the Negative Residual limit - 0 allowed for the Currency'
Lower case: in entering lower amount 1200 - Error arises 'The lower payment amount - 50 is more than the Residual limit - 0 allowed for the Currency'

In sample account , while doing payment and selecting payment type 'Full Account Payment' following errors have been observed.
When amount due is 25000
Excess case: in entering excess amount 25100 - Error arises 'Amount Paid in excess - 100 is more than the Negative Residual limit - 0 allowed for the Currency'
Lower case: in entering lower amount 24100 - Error arises 'The lower payment amount - 900 is more than the Residual limit - 0 allowed for the Currency'

Attached zip file contains account spool, along with debugs error (excess and lower) of both full account payment and full installment payment.
