Savings and Current accounts are getting created when user choose proceed in Notify customer stage
EXPECTED BEHAVIOR
-----------------------
Account should not be created on selecting Proceed in Notify customer stage.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In KYC stages Select outcome as Not cleared in any of the KYC stages.
2. Application moves to Notify Customer on negative KYC status.
3. Select outcome as Proceed in Notify Customer on negative KYC status.
4. Account gets created
