ACTUAL BEHAVIOR

When user try to use forgot password functionality , it is not behaving as expected
1. Even though authentication is not set up for the user type, application is challenging for Forgot password . OTP screen is getting displayed for all the users.
2. When user clicks on "Resend Code" , application redirects it to Forgot Password screen with no authentication displayed to the user.
3. Application does not reduce the count available for invalid OTP entered by the user.
