ACTUAL BEHAVIOR
---------------
Generated MT708 post SWIFT 2021 release is rejected by SWIFT Payment system as TAG 21 is missing in the message body.

EXPECTED BEHAVIOR
-----------------------
Field 21 should present in MT708 , as this is a mandatory tag

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Trigger a LC amendment
2. Review the generated Amendment to a Documentary Credit MT708

 Implement the SWIFT 2021 Changes.
