System Generates Response Is Empty When Amending Export Bills Under Collection (Doc ID 2824463.1)

On : 12.0.2 version, Production Support-SET

System Generates Response is empty when amending Export Bills under collection

The system displays error message "Response is empty" when amending Export Bills under Collection bills.

No Error Code only Error message as "Response Empty".

The issue can be reproduced at will with the following steps:
1. <Navigate to the screen BCDTRONL>
2. <Query the Export Bill under Collection category Contracts>
3. <Unlock and amend the Contract>
4. < Add the advice code as AMNDMNT_OF_INS and Instruction Code as INSTRUCTIONS.
5. <Save the Contract>

The issue has the following business impact:
Due to this issue, users cannot Amend the BC Contract.
