Symptoms

On : 21.1.0.0.0 version, Implementation Support

When retail or corporate user tries to create a domestic payee, access denied error is observed on the place where the network code is expected to be entered

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login via retail /corporate user.
2. Go to payments> setups> add payee> domestic payee.
3. Choose network type system will throw error "access denied"

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create a domestic payee.

Changes

 No changes done to product, account or hardware causes this issue.
