Symptoms

When attempting to create a new payee for Domestic Transfer,
the following error occurs.

Access Denied


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login with retail user
2. Go to Manage Payee
3. Create a new Payee
4. Select Domestic
5. BIC code look up is not loading and showing error Access Denied.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create new payees for Domestic transfer.
