ACTUAL BEHAVIOR

OBPM-C2b file upload of RTGS transactions is not creating transactions- PMDFLEVP
OBDX team shared a SDMC file for upload consisting of RTGS transaction for upload. However after upload status in PMDBATBR is shown as consol created successfully , however the payment transactions are not available in queue of Outward transaction view screen.
EXPECTED BEHAVIOR

Payment should be posted.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload a C2B RTGS file
2. Verify the Status in PMDBATBR
3. Verify the Payment transaction in queue of Outward transaction

The issue has the following business impact:
Due to this issue, users cannot Process the Payment
