ST-VALS-550 Validation not working in outward clearing transaction

For outward clearing transactions using webservice validation is not working for same instrument, same amount, same beneficiary account, same remitter account, same bank which already exists in system. System is showing the error message  ST-VALS-550- Record already exists with Instrument Number XXX, Remitter Account XXX, Routing Number XXXX”
but at the same time transaction is also happening. 

Same validation is working perfectly when the transaction is done using front end screen function id 6514.

Web service should not allow the Transaction to finish

The issue can be reproduced at will with the following steps:
1. Post a Clearing Transaction which is already avaiable in thesystem
2.Verify the Message received

The issue has the following business impact:
Due to this issue, users can post duplicate cheques from Webservice
