When attempting to Set up Goal 
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. System/ Bank Administrator Dashboard > Toggle Menu > Personal Financial Management > Goal Category
2. Click on Link
3. Error is recieved
