User unable To Open RT Transactions Screen or screen freeze (Doc ID 2828406.1)

Symptoms

ACTUAL BEHAVIOR
---------------
RT transactions gets processed slow and takes more than normal time of 4 seconds for entire transaction

EXPECTED BEHAVIOR
-----------------------
RT transactions expected to process in less time of 4 seconds as it normal happens

STEPS
-----------------------
1. Perform RT transaction like 1401 (Cash Deposit)
2. Transaction screen launch, denom screen and save takes more time.
3. At same time, other module transactions are processing in normal execution time and no delay observed.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot save the RT transaction in less time.

Changes

To change min-capacity of the connection pool for branch data source to 0.

To change Statement cache size to 20 for same branch data source.

On the database side, to change the value of filesystemio_options to SETALL
