Symptoms

ACTUAL BEHAVIOR
---------------
MT707 is not getting generated after amending the reopen LC for Islamic. MT799 message is generating instead of MT707

EXPECTED BEHAVIOR
-----------------------
MT707 message should be generated after amending the reopen LC

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBTF
2. Go to LIDAMEND screen > check reopen flag > modify the contract amount > save the contract
3- Go to LIDTRONL > All messages
