Symptoms

When attempting to perform User search with single character in Party id field following error occurs.

ERROR
---------------
No such record found.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login via administrator. Navigate to Onboarding > User Management.
2. Select corporate user. Enter single character in Party Id field. Click on Search.
3. No results displayed.
4. Now enter some characters for username and search. No such record found error is displayed.
