FCUBS BIC- Duplicate CID Allowed (Doc ID 2834255.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Duplicate CID validation is not happening.

EXPECTED BEHAVIOR
-----------------------
System should validate the duplicate BIC ID maintenance.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Already have maintained customer ID 10000 with BIC code AAAA.
2. Creating new BIC maintenance with custID 10000 with BIC code BBBB -- System gives CID already maintained error as expected.
3. Now we are creating new BIC maintenance for BIC BBBB without CID , saved successfully.
4. Unlock the same BIC BBBB and add CID as 10000 , now system allowed to save the record. Duplicate CID validation is not happening here.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users are able to create the single CID with multiple BIC codes.
