RAOR Service Fails To RIsk Assess Customers (Doc ID 2836208.1)

On BD version

The RAOR service workflow is failing sometimes at the CreateCaseInfo PMF service task in the 'KYC Onboarding' workflow.
Please note that this service takes fails sometimes and doesn't risk assessing the customers.
Please find attached the logs and screenshot the attachment.

Observation from the call:
1. KYC_OB request_id has failed at the 'create_risk_assessment' task because create_assmnt_input has not been generated.
2. If the user hits the same request again manually, it's working fine.
3. We are suspecting the issue is due to performance lag and we have a patch for the same on BD 807(32742350).
4. Client is requesting to forward port same fix on BD 8071v
