DUP_ASE_IDENTIFICATION_NBR edit in ERROR

Another issue came, It appears Original app was financed in 2015 and PAID off in 2019. Now for the same Asset Identification came in another application this week, It appears system does not allow to finance the same asset in spite of earlier loan is PAID OFF completely.

EXPECTED BEHAVIOR

System should allow fund the loan if the old account is already PAIDOFF

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Fund a loan with an asset attached
2. PAIDOFF the loan by receiving a full payment
3. Then try to create an another loan with same Asset Identification

The issue has the following business impact:
Due to this issue, bank unable to process the loan with same asset Identification
