After Deployment Of QPS 19.2.0.7.0, Pay Later Transactions For Payments Are Not Working. Error "System Cannot Process, Please Try Later" Is Displayed. (Doc ID 2847536.1)

Symptoms

After deployment of 19.2.0.7.0  Pay Later Transactions are not working. Following error displayed.

ERROR
-----------------------
System cannot process, please try later.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login with corporate maker.
2. Go to Transfer Money.
3. Select Internal/Domestic/International payee and enter other details.
4. Select 'Later' and enter the date.
5. Click on Pay and then Submit.
6. Login with corporate approver and click on transaction ID to approve the transaction.

PS:- Issue is observed for retail users also.

Due to this issue, user is not able to authorized pay later transactions.
