Symptoms

ECA Retry is not working for In-XborderPayment.
ECA Requested amount block is sent as 0 in the REQ
1) uploaded Passthrough payment
2) Outbound payment moved to ECA queue due to Insufficient funds
3) From ECA queue retry after funding the account
4) ECA Failed with below error.
