BC:Incorrect Value Date On Closure Of Bills

Symptoms
ACTUAL BEHAVIOR
---------------
On closure of Bill, system is not allowed to input Value date by user but system by default is picking the date of bill booking as Value date on closure.
EXPECTED BEHAVIOR
-----------------------
System should post value date as transaction date.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Close an existing bill booked in past. Verify the closure accounting value date.

The issue has the following business impact:
Due to this issue, incorrect value date is assigned to the closure entries.
