ACTUAL BEHAVIOR
---------------
While user is composing a new mail using compose button it is not allowing to enter more than 1000 characters. But while replying user can add more than 1000 characters. User can send the mail with more than 1000 characters also.
EXPECTED BEHAVIOR

While replying to a mail, more than 1000 characters should not allowed
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. login into OBDX by retail user
2. go to mail
3. reply to any mail system will allow to enter 1000+ character
4. system should not allow 1000+ char while replying to mail as its restricting the same while mail compose option.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users can send 1000 character when reply to mail.

No changes done to product, account or hardware causes this issue.
