Reject action is not displayed in User queue access rights detailed screen(PMDUSRQA) for the users

EXPECTED BEHAVIOR
---------------------------------
Reject action should be displayed in User queue access rights detailed screen(PMDUSRQA) for the users

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBP
2. Initiate Payment Core -> User Queue Access Rights (PMDUSRQA)
3. Input the user

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot able to proceed with reject action.
