Utilization for non-revolving line is not getting updated as expected for single window transaction

We have an issue with utilization for non-revolving line during single window transaction. When user book a BC contract under an LC contract using same non-revolving line, system decreased the available amount of facility (Original available amount - LC amount - BC amount) and update the unavailable amount with the LC amount, which is not correct. Since this a single window transaction, while authorizing the bill under LC , the utilization against the LC contract should become zero and utilization against the bill should show the bill amount. But the available amount should remains same in facility as we are booking bill under the same LC contract.

1. Pick one non-revolving facility with Limit and available amount as X amount
2. Book one LC contract of 10000 USD with attaching the facility
  - Utilization is showing as 10000 USD against the LC in facility (Utilization Amount : 10000USD, Available amount:990000USD [1M-
  10K(LC)], Unavailable amount:0 USD)
3. Book one bill under the same LC of 10000 USD with attaching the same facility
  - the utilization against the LC becomes to Zero and utilization against the BC shows as 10000 USD. (Utilization Amount : 10000USD,
  Available amount:980000USD [1M-10K(LC)-10K(BC)], Unavailable amount:10000USD]
Actual results: System is decreasing the BC amount too from the available amount and update the LC amount in unavailable amount field in the facility layer, which is not correct.
Expectation: Since the bill is booked under the LC contract with attaching the same non-revolving line, system should keep the Available amount as 990000USD instead of updating the unavailable amount.
