OTP is not received after login to provide consent for Accounts.

EXPECTED BEHAVIOR

OTP should be received after login to provide consent for Accounts.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Create consent for Accounts.
2. Login via the url to provide consent. OTP is not received and user is able to provide consent directly.
