Symptoms

When attempting to create a new user through Admin,
the following error occurs.

ERROR

The user to be created should be above 18 years of age. Please re-enter the date of birth


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as a Admin User
2. Go to Create User --> Try creating a user with date of birth as 07-03-2000 (this is already above 18 years)
3. Unable to create and above error is noted.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot be created by Admin.
