Error "System Cannot Process.." On View Bank Guarantee Amendment Screen (Doc ID 2853942.1)

Symptoms

When attempting to click on confirm screen on the bottom of the Page - View Bank Guarantee/Amendments tab,
the following error occurs.

System cannot process the request currently. Please try later.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Navigate to Trade Finance > Bank Guarantee > Inward Bank Guarantee > View Bank Guarantee
2) Navigate to Amendments tab and click view for any amendment.
3) At the bottom of the screen, there is a cluster of 3 buttons (Confirm, Cancel and Back). Click on confirm.
4) Observe that 'System cannot process the request' appears.

The issue has the following business impact:
Due to this issue, users see a confirm button which serves no purpose and unnecessarily pops error.
