Symptoms

Error file for bulk upload does not get downloaded when Admin and Corporate user tries the same,
following error is observed in logs.

STEPS

The issue can be reproduced at will with the following steps:
1. Login to the application with admin or corporate user
2. Navigate to File Upload-->Uploaded Files Inquiry
3. Search the uploaded file with reference number, click download on error file
