KYC 807 - disable promote to the case for old assessments

This is an enhancement request. The KYC module allows to manually promote an assessment to a case. However, there is no check done to see the latest customer assessment is promoted. A user should only be allowed to promote the most recent assessment to a case.
Imagine the following use case:
1) the customer is assessed in January 2020, low risk, no promote to case
2) the customer is assessed again in February (accelerated), is now medium risk but still within risk tolerance, no promote to case
3) user decides he needs a case and promotes an assessment of the case. He selects the assessment from January.

When he's creating a case, he may do a manual risk override of a risk that is not the latest risk for this customer. To avoid problems, it should only be allowed to promote the latest assessment to the case. Selection of old assessments should not be possible, or when attempting, a warning should pop up informing the user that a new assessment exists.
