Error "System Cannot Process.." While Approving Standing Instruction In Grace Period (Doc ID 2855112.1)

Symptoms

When attempting to approve a Standing Instruction from Checker User within the Grace Period,
the following error occurs.

System cannot process the request currently. Please try later


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Step 1: Maintain grace period in Party Preference for maker and checker user
Step 2: Make Standing Instruction payment from Maker
Step 3: Login from Checker user
Step 4: Select the SI payment in Payment Tab, from Pending for Approval widget
Step 5: Approve the selected transaction
Step 6: "System cannot Process ...." error prompts up

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot approve Standing Instruction Payments.
