While Initiating "Entitlement" And "Domestic Payment" Transactions, Error Persistence Exception Is Observed. (Doc ID 2857119.1)

Symptoms

When attempting to check the Role Transaction Mapping screen or creating new roles and making "Domestic Payment"
the following error occurs.

ERROR

Persistence Exception occurred

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into OBDX Application as Admin User
2. Navigate to Role Transaction Mapping Screen
3. Try creating new role - error is observed
4. Navigate to "Payment & Transfer->Domestic Payment"


BUSINESS IMPACT
-----------------------
The issue has the following business impact:

1) Users cannot create new role.

2) Not able to initiate domestic payment.

Changes are observed after application of QPS 18.3.11.0.0
