ACTUAL BEHAVIOR

Verify the header that contains the correct id.

EXPECTED BEHAVIOR
-----------------------
Header should contain 10 characters for Equi credit bureau account number.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure the Credit Bureau > Reporting tab for EFX bureau with Program Identifier having 10 chars for a particular company.
2. Create an account
3. Generate 1st bill.
4. Generate Metro 2 file
5. Check that Metro 2 output file header contains same value for Program Identifier as configured for EFX bureau
