ACTUAL BEHAVIOR
---------------
Cross currency Internal payment created from SPS with exchange rate and amounts recalculates amount

When a Cross currency Internal payment is created from SPS request with exchange rate and debit and credit amounts, the system recalculates the amount.

EXPECTED BEHAVIOR
-----------------------
User wants that if the amounts are passed in the request, system should not recalculate, but use the amounts passed in the request.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a cross ccy internal pmt through SPS
2. Give the values for exchange rate, dr amt and cr amt
3. Verify if system considers the amount value given in the request, rather than re computing it

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, system is not considering the values given in the request
