MT103 From Non Correspondent Without Cover Goes To Repair As No Debit Account Is Found (Doc ID 2857907.1)

ACTUAL BEHAVIOR
---------------
MT103 from non correspondent without cover goes to repair as no debit account is found

When incoming MT103 is received from non correspondent without cover, Payment goes to 'Pending Cover Match' as expected, when released the message remains in repair for 'No Debit Account'.
The system requires the user to input the USD Nostro as the debit account.

EXPECTED BEHAVIOR
-----------------------
System should default the nostro maintained at the currency correspondent level.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process an incoming MT103 message without cover message.
2. Verify if the payment goes to Pending cove Match queue and is released successfully from the queue.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot process th eMT103 messages
