Symptoms

On : 12.0.3 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
Not able to close the CIF due to liability utilization remaining active

EXPECTED BEHAVIOR
-----------------------
utilization should be marked as liquidated once the account is closed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch FCUBS.
2. Try close an account where balance is zero but util stat is marked as A in ELCM.

BUSINESS IMPACT
-----------------------
Account closure activity failure
