Msg stuck in Outgoing browser with Processed status and not Handed off
EXPECTED BEHAVIOR

Message should be with Hand Off status
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Generate a MT202 message for a MM contract
2. Verify if the message is generated in the outgoing message path and handed off
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot hand off the message to swift
