Symptoms
When attempting to add workflow, following error occurs on confirm screen.

System cannot process the request currently . Please try later
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login via administrator.
2. Navigate to Approvals > Workflow Management.
3. Search for Party Id. Fill in Workflow code and description.
4. Select User for level 1. Click Add for Level 2.
5. Now delete Level 1 user.
6. Select the user for the existing level and Save and Confirm error will be displayed.
