On : 11.8.0.0.0 version, Production Support-CET
When attempting to delete or authorize the bill contract closure entries
the following error occurs.

BC-UP2219 - Invalid operation code
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select a bill contract to be closed.
2. Ensure mismatch in the version between main and transaction tables.
3. Try to close the bill contract

The issue has the following business impact:
Due to this issue, users cannot close the bill contract and settle the proceedings.
